The sponsor, Councilman Michael Volkke, said the measure would require the higher densities to be sited on roads classified as collectors or higher to avoid creating high traffic volumes on smaller neighborhood streets.
The meeting drew heavy public turnout and more than 80 written submissions. Residents from Glen Burnie, Spencer Road and adjacent neighborhoods testified that the Spencer Glen/Nixon property proposal and similar projects would worsen congestion, threaten walkability…
