Crosby ISD presents 2025 accountability ratings, proposes five‑year HB3 literacy and CCMR goals

District staff presented the Crosby ISD 2025 state accountability overview, campus scores by TEA domain and proposed five‑year goals under House Bill 3 for early‑childhood literacy, third‑grade math and college, career and military readiness (CCMR). The presentation summarized Domain 1 (student achievement), Domain 2 (student progress) and Domain 3 (closing the gaps), explained how the overall district rating is calculated, and reported campus and district scores.

Staff reported campus scores: Crosby Elementary 89 (B), Drew 89 (B), Newport 88 (B), Crosby Middle School 72 (C), Crosby High School 81 (B), Crosby Crossroads 80 (B) and Crosby Kindergarten 78 (district‑paired). The district overall rating presented was 78 (C). Crosby Middle School was identified for targeted support based on repeated underperformance in specific student groups for math achievement and growth, and continuous‑enrollment growth measures.

Staff proposed five‑year HB3 goals for early‑childhood literacy and math and CCMR targets through 2030. For example, proposed goals aimed to raise third‑grade early literacy from the state‑aligned target of 52% in the near term to 63% by the five‑year horizon; CCMR goals were proposed to reach 90% for the cohort shown. Staff noted CCMR data are lagged by a year and that some targets depend on records such as DD‑214/DD‑4 military documentation.

Board members asked about transfer students’ pathways to meet four‑year CCMR requirements and how the five‑year timeline was selected; staff said the five‑year horizon aligns with HB3 goal‑setting practice and was requested by the board. The board was asked to accept the proposed HB3 goals.
