The City Council approved an amendment to the previously approved planned unit development (PUD) for St. Mark’s Square at 1110 Victory Street, allowing an applicant to convert an existing vacant covenant building at St. Mark’s Church into a four‑unit market‑rate apartment.
Planner staff introduced the application by applicant and property owner Kurt Gessel, describing a plan to preserve the building exterior while converting interior space to four rental units. Gessel told the council he expects the first building to be fully leased by spring and that the project timeline for both the covenant building conversion and a second four‑unit building on the adjacent corner lot is about three years.
The city said public hearing notices were mailed to 50 addresses within 200 feet and published in the local paper on Aug. 31 and Sept. 8. No members of the public spoke during the hearing.
Councilmember Bonnie Chamalounis asked whether the units would be market rate; Gessel and staff confirmed the plan is market‑rate housing. Council discussion included a suggestion by Councilmember Mark Bittner to invite the separate owner of the nearby school property to present future plans to the council because some residents had raised concerns about the school’s condition.
On a voice/roll call vote the council approved the PUD amendment as recommended by the planning commission.
