Superintendent unveils new vision, mission and focused goal-setting process for district

East Stroudsburg Area School District Superintendent Dr. David Vitale presented a new vision and mission statement and a district-wide goal development process during the board meeting on Sept. 15, 2025. Vitale said the district’s vision is “maximizing today’s potential for tomorrow’s success” and described the mission as a set of guiding principles to “support success for all” that emphasize safety, inclusion, community engagement, curiosity and resilience.
Vitale said the board and administration will shift from broad percentage targets to “intentional micro moves,” focusing on specific, controllable interventions (for example a dedicated elementary math intervention period) and measuring fidelity of implementation rather than only test-score changes. He described a four-step process for goal development: collect noticings and wanderings, form hypotheses about causes, translate those hypotheses into measurable goals with primary and secondary drivers, and identify “superheroes” and “villains” — i.e., champions and anticipated barriers.
The approach, Vitale said, is meant to give building leaders greater authority and to make administrators instructional leaders rather than only operational managers. He said administrators will conduct quarterly walkthroughs and instructional rounds and that central-office staff will meet multiple times per year with building leaders to review progress and debrief outcomes.
Board members and administrators discussed adding a formal literature- or peer-district review step to the hypothesis phase and building scheduled debriefs after measurement cycles. Vitale confirmed the cabinet will meet with each administrator several times a year and that the district will report interim progress in January and a comprehensive plan in March; budget work is scheduled for April–May and final goal outcomes will be reported in June.
The presentation also outlined building-level priorities that will flow from the district framework: elementary schools will implement an explicit math intervention period and use IXL for benchmarking; intermediate principals will prioritize immersion to learn building climate and communications; high schools will focus on improving student perceptions of safety (including targeted bathroom monitoring) and increasing student engagement through leadership teams.
Vitale said the vision and mission statements and the goals are posted on the district website and will shape a forthcoming comprehensive plan. He welcomed feedback and said the district would continue to refine measures and adjust micro interventions as needed.
Less urgent: Vitale previewed a timeline for feasibility studies and stakeholder surveys conducted by RLPS in November and February and said department-level goals will be presented next month.
