Arlington awards $4.524 million contract to SRV Construction for Smoky Point roundabout after bid protest review

Public Works‑area staff member Jim Kelly told the council the city received a second round of bids and that SRV Construction was the qualified low bidder. Kelly said the city received bid protests alleging seven deficiencies, including failure to check a required box and incorrect disadvantaged business enterprise (DBE) information. "There were 7 items that they raised on their bid protest… the 7 errors that were cited were present, but they were minor errors and waivable and that we did have a solid and justifiable bid for this project," Kelly said. The city reviewed the protests with the city attorney and sent findings to Washington State Department of Transportation (WSDOT); WSDOT agreed with the city’s assessment and supported awarding the contract to SRV.
Council passed a motion to award the construction contract and authorized the mayor to sign the contract pending final approval by WSDOT. The motion passed; staff confirmed WSDOT concurrence and said they had notified the protester of the city’s decision.
The project is the city’s second bid attempt for the roundabout. No construction schedule or contract start date was reported in the council presentation.
