Staff says Noriega Point park nearing completion; private parking lot work may extend into November

City staff updated council on Noriega Point, reporting the park is substantially complete and the 30-day punch-list period has started. The city engineer said the 30-day period ends in roughly three weeks and that the developer of the adjacent private property still needs to finish landscaping, irrigation and a final asphalt lift on the access road and parking area.
Staff noted the adjacent property owner had additional finishing tasks and estimated those items might be completed by Nov. 15, though staff emphasized construction timetables can change and said a safe expectation would be opening before spring break. Council members requested a plan for parking and crowd-control for popular dates such as New Year’s Eve and the fireworks.
"They are saying by November 15. I would just say to be safe by the end of the year," a staff speaker said of the adjacent parcel work. The city engineer confirmed the city will take turnover action when the punch-list period ends and work with the owner on final items to open the park to the public.
Staff will continue to monitor completion and provide updates to council on any change in schedule or requirements for traffic and crowd management once the park opens.
