Destin council adopts FY2026 millage and balanced budget; millage set at 1.615 mills

Councilman Tory Bagby moved adoption of Ordinance 25-20-CN, which sets the FY2026 millage rate at 1.615 mills. Staff noted that this rate is 4.44% above the rollback rate of 1.5463 mills. The motion carried on second reading (recorded vote shown during the meeting). Council then adopted Ordinance 25-21-CN, the FY2026 appropriation ordinance, which provides for a balanced budget for the fiscal year beginning Oct. 1, 2025 and ending Sept. 30, 2026.
Council discussion included recognition that Destin’s municipal millage remains among the lowest in Florida and brief remarks emphasizing stewardship of taxpayer dollars. No amendments to the budget ordinance were adopted on second reading; the mayor noted that the council may consider a small budget amendment to council contingency at a later date.
Both ordinances were adopted on second reading during the public hearing portion of the meeting and take effect per the ordinances’ stated timelines; the budget begins Oct. 1, 2025.
