Superintendent warns federal spending proposal could cut education grants; district watching Title II, Title III and program funding

District administrators briefed the Richfield School Board on Sept. 15 about a federal spending bill advanced in the U.S. House that, in the administration’s assessment, could reduce some education funding streams and carry new policy restrictions affecting K–12 recipients.
Staff highlighted three categories of funds at risk: teacher‑training (Title II), English‑learner supports (Title III) and some community‑school or adult‑education grants. The memo in the board packet also noted potential reductions affecting preschool development grants and school‑linked childcare access. Administrators said the House bill under consideration would reduce federal spending overall and also includes policy provisions that would prohibit use of federal funds for certain diversity/equity/inclusion activities, restrict federal enforcement around transgender participation in athletics, and block enforcement on other department rules.
Superintendent Yudnowski told the board that the district does not yet know the final implications for Richfield and that some funding streams (for example Title II or Title III) may not be removed immediately but could be absent in the next federal budget cycle. "We don't believe Title II, III would be removed immediately... but the past practice has been expect the worst," a board member observed; staff noted the district had recently experienced a grant funding freeze on the 21st Century Community Learning Centers program, which affected Centennial.
The board requested that administration monitor developments and prepare contingency plans in case anticipated federal funds do not arrive on schedule.
