Council gives first reading to THC sales ordinance; second reading set for special meeting

The International Falls City Council unanimously approved a first reading Thursday of a 13-page ordinance to regulate tetrahydrocannabinol (THC) product sales within city limits.
Councilor Kaler moved and Councilor Wagner seconded the first reading. Kaler said the ordinance has been worked on for more than a year with the city attorney and staff and that the document will require two readings before final adoption.
“This is an ordinance. It requires 2 readings to approve it. I’m not going to read 13 pages this evening,” Kaler said, adding that copies are available to anyone who requests them. Councilor Wagner said the local ordinance “mirrors the state statutes of how to regulate the cannabis sale.”
Councilors agreed to place the required second reading on a special city council meeting scheduled for Sept. 22, which councilors are also using to set the city’s preliminary 2026 budget and levy.
No substantive amendments to the ordinance were made at the first reading; councilors and staff said there will be opportunity for public review before the second reading and final vote.
