The Oviedo City Council selected HJ High Construction as the construction manager at risk (CMR) for the city’s Public Safety Annex Building and authorized staff and the owner’s representative to negotiate the construction manager fee, preconstruction services fee and a guaranteed maximum price (GMP), the council said Sept. 15.
Background: The city issued RFQ No. 25-31 in June and received eight proposals. An evaluation committee ranked and interviewed respondents; HJ High Corporation was ranked No. 1 based on required documentation, project team experience and similar completed projects including law‑enforcement facilities.
Staff recommended council adopt Resolution No. 46-43-25 to authorize negotiation and contract execution. The evaluation committee included city staff and the owner’s representative (EHA); staff said HJ High’s experience with law‑enforcement projects and CMR delivery influenced the recommendation.
Formal action: Council adopted Resolution No. 46-43-25 by roll-call vote; the clerk recorded Ayes and the motion carried. Staff directed city purchasing and owner’s representative to negotiate final fee terms and a GMP in accordance with Florida Statute section 287.055.
Why it matters: The selection advances the city’s public‑safety facility project from procurement to preconstruction and price negotiation. Staff said 62 firms downloaded the RFQ and five firms were short-listed; a final GMP and fee schedule will be brought back to council for approval as required by statute.
