District issues RFP for facilities assessment; community member urges forensic detail in reports

Midland Public Schools has issued a request for proposals for a districtwide facilities assessment and pre-bond planning and communications services, with proposals due Sept. 23 and a planned review by administration and FFO in October, the board was told Sept. 8. Administration will review submitted proposals and bring recommended firms to the Facilities, Finance and Operations (FFO) committee on Oct. 6, then invite finalists to present at a full board meeting with final award action expected Oct. 20, administration said. "The proposal due date is Sept. 23 at 3PM... administration will review and assess the received proposals bringing forth the top proposals to study at FFO on October 6," Superintendent Miller Nelson said. During public comment an area engineer, Bill Domina, urged the board to require granular, forensic reporting in the facility assessment so the district can distinguish between failures caused by maintenance gaps and those requiring capital replacement. Domina asked assessors to document specific failure modes for items such as flat roofs and boilers and to recommend preventive-maintenance changes as well as capital replacement where appropriate. "I want granularity. I want to know a forensic order to why it failed, what predictive preventive maintenance will you change versus reactive maintenance," Domina said. Board members said the proposals would be evaluated for technical depth and that administration would bring recommended firms to the board for presentations; Domina's request for more detailed, forensic-style reporting will inform evaluation criteria. The district also indicated it expects to schedule a special board meeting the week of Oct. 13 to interview finalists before a final award on Oct. 20.
