Committee discusses merging sanitation and parks panels, and a full bylaws review

Members of Community Board 11’s Bylaws and Ethics Committee discussed a proposal to merge the sanitation and parks committees and proposed a focused subcommittee to perform a comprehensive review of the board’s bylaws.

Jeanette Wilson read the committee’s conduct statement and introduced the agenda item noting an email proposal to combine sanitation and environmental with parks and recreation; she said committee chairs had been consulted and were “supportive of the idea.” Committee members confirmed the merger will be presented to the full board before returning for a vote by affected committees.

Why it matters: combining related committees could alter meeting schedules, membership workloads and oversight responsibilities; a comprehensive bylaws review would seek to reduce frequent piecemeal amendments.

Several members argued the board frequently revises bylaws in small increments and recommended a dedicated, day-long subcommittee to overhaul the document. One member said such a session would likely occur on a weekend and could include other board members beyond the bylaws-and-ethics committee. Multiple members volunteered to participate in a subcommittee to produce a more stable set of bylaws.

Discussion versus action: the committee discussed the merger and agreed the proposal goes to the full board; they did not take a formal vote to approve consolidation.
