The Kirksville City Council approved a resolution authorizing the Adair County R‑I School District to charge gate admission and operate temporary concessions at the North Park Sports Complex during school-sanctioned games for the 2025 softball season.
Robin Harden, director of parks and recreation, said the district has leased the Orange Field at North Park while renovating its baseball and softball fields and requested permission to charge admission and sell concessions. Harden said the city’s current policy does not allow those activities without council approval and noted the arrangement mirrors a 2019 agreement with Kirksville High School.
Harden told the council concessions must be operated by a third party rather than by city staff because the city lacks staff and inventory; she said running concessions in-house would likely lose money for the city.
Nut graf: The resolution temporarily permits the school district to manage admission and concessions during school-sanctioned games on leased city fields, allowing the district to cover operations while renovations continue.
After brief discussion and no public opposition, the council approved the resolution.
Ending: The district may charge admission and run temporary concessions for the 2025 softball season under council authorization; staff will monitor compliance with concession operation requirements.
