Council committee moves 2023 CAPER to council after public comment period

The council’s Finance Committee voted to move forward the 2023 Consolidated Annual Performance and Evaluation Report, or CAPER, which summarizes the city’s accomplishments under the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnerships programs for the 2023 program year.
A staff speaker said the CAPER “provides a summary of accomplishments related to the projects and programs outlined in the 2023–2024 annual action plan funded through the CDBG, ESG and HOME programs.” The speaker also said a 15-day public comment period ran from July 22 through Aug. 5 and that the city held a public hearing on Aug. 11, 2025. The Department of Development asked the city council to accept the report via resolution.
Committee members asked no follow-up questions at the meeting. A motion to move the report forward was made and seconded, and the chair recorded the voice vote as “Aye.” No changes or amendments were recorded in the public committee discussion.
Under federal program rules, CAPERs are annual consolidated performance reports that participating jurisdictions submit to HUD to document accomplishments and compliance with the grant programs’ national objectives. The committee’s approval moves the CAPER to the full council for formal acceptance by resolution.
