Board authorizes site survey and design study for animal shelter expansion

The Louisa County Board of Supervisors on Sept. 15 approved a resolution authorizing the general services department to conduct a site survey, evaluate the septic system and develop initial floor plans for an animal shelter expansion or a second building on the site.

A General Services staff member presented the request, saying the work will identify whether the existing building can be expanded, whether septic or other site improvements are required and the best location for any addition or new structure. The study will produce a report for the board in January that will detail determinations and the reasoning behind them.

County staff said completing the front‑end study will let the county prepare a request for proposals (RFP) for construction and keep the project on a timeline that aims for construction to begin in fiscal year 2027 (starting July 1, 2026). The board moved, seconded and approved the resolution unanimously.

The study tasks identified in the meeting record include a site survey, septic review and initial floor plan development; staff will return to the board with findings and recommendations in January 2026. No construction contract or appropriation was approved at the Sept. 15 meeting; the action authorized only the pre‑design and site‑evaluation work.
