Council approves multiple liquor licenses after heated debate over downtown nightclub and retail sales

The City Council approved a set of liquor license applications after extended public comment and aldermanic questioning, including a contentious vote granting a Class A tavern liquor license and video gaming license to Deja Vu Bar & Grill at 17 N. Tennessee St.
The Deja Vu application prompted a lengthy public exchange. Council members and neighbors recalled a history of incidents at the same location under prior ownership. The applicant said management and ownership would be different, presented a written security plan and said it signed an agreement with the police department that lists measures such as ID scanners, 90‑day video retention and cooperation with law enforcement.
Several aldermen voiced skepticism that the security plan alone would cure past problems. Alderman Turner and others urged stronger, enforceable consequences; one alderman proposed that a license be surrendered without a hearing after a specified violation, which the applicant said was too drastic. Alderman Felix and others said they wanted to support downtown revitalization if the new operator follows a detailed plan and coordinates with police.
On a roll call the council approved the Deja Vu license 5–4. Council also approved retail package alcohol and gasoline licenses for two service stations (including Lewis & York House BP and 3201 Lewis Waukegan Gas LLC) by narrow 5–4 votes. Council members and several residents said they would monitor compliance and return establishments to the liquor commissioner or council if problems recur.
The council record shows the approvals followed procedural review; members said they expect police to enforce the security commitments and for adjacent businesses and residents to report problems so the city can take action if conditions do not improve.
