Haslet approves developer escrow to finish Intermodal/Haslet Parkway intersection; city budgets $150,000 for waterline

The Haslet City Council unanimously approved a development and escrow agreement Sept. 15 with Haslet Crossing LP (Stream) and American Escrow Company to complete a missing segment of the Intermodal Parkway/Haslet Parkway intersection needed to meet fire-code access for three warehouse buildings.
City engineers explained the developer will construct the eastern half of Intermodal Parkway needed for the developerto meet fire-lane and fire-code requirements (developer portion shown in red on the meeting exhibit). The city will fund design and the western half of the intersection (yellow on the exhibit) and place $110,750 into escrow so the developer's contractor can construct both halves in a single continuous pour. Using the developer's contractor avoids separate contracting and achieves a single, watertight pavement section.
Council also approved allocating up to $150,000 to design and construct a 12-inch waterline connection the developer will install east of the intersection to complete a fire-water loop and provide redundancy for the city's pressure plane; staff said the city has budgeted $750,000 in 2022 debt proceeds for miscellaneous pressure-plane adjustments and can fund this connection from that appropriation. City staff estimated the developer's contractor estimated the waterline at roughly $80,000; the council set $150,000 as a conservative planning and budget amount to cover engineering and construction.
The motion authorized the mayor to execute the escrow agreement and confirmed funding sources (escrow from contingency; waterline from the 2022 debt line item). The project is scheduled to go to construction after final design, plan review and inspection; the escrow will be released after city acceptance of the work.
