Staff said this meeting was the second of two required public hearings for the city to apply for CDBG funds on Homeward’s behalf. Why it matters: Homeward reported a minimum of 38 failing heat pumps at the property and requested $200,000 in CDBG funds; Homeward committed $50,000 from the property owner or affiliated entity to help complete replacements. Erin Ojala of Homeward told council the systems were installed about three to four years ago and have largely failed; Homeward said it is pursuing damages from the equipment vendor and may join a class-action suit with other affected owners. The council approved the resolution authorizing submission of the CDBG application to the Montana Department of Commerce and moved to the next steps in the grant process.
