The Whitefish City Council unanimously awarded the Armory Park restroom and playground-path construction contract to the low bidder for the base scope plus the concrete-path additive alternate. Parks Director Maria told council eight bids were opened and the apparent low bidder for base plus concrete paths totaled $319,187.50. Staff recommended the concrete alternate over asphalt for longevity, aesthetics and maintenance. Why it matters: the project is part of Armory Park Phase 4 improvements and is largely funded in part through a recently awarded Land and Water Conservation Fund grant; Maria said the LWCF award is approximately $750,000 as reimbursement for phase-4 improvements. The current FY26 project budget is $792,000 in the resort tax fund; staff recommended awarding the contract for the base bid with Additive Alternate 1 (concrete playground paths). Councilor Ben asked whether the LWCF grant is a reimbursement grant and Maria confirmed it is a multi-year reimbursement award that may pay funds in FY27. The council approved the contract award unanimously. Staff will return with standard contract documents and a notice to proceed after contractual review and grant-eligibility confirmations.
