The Lakeland School District policy committee discussed how policies can be suspended and how the district maintains and distributes its policy manual. Committee members objected to draft language that allowed committees or unspecified “members” to suspend policies by a majority vote without clear notice requirements. They recommended replacing that text with a simpler process: when a circumstance requires a policy suspension, the superintendent should be notified, the superintendent should notify the board, and the suspension should be addressed at the next scheduled board meeting (regular, special, or emergency as appropriate). The committee favored removing confusing multi-step notice language and clarified that the superintendent’s role is to notify trustees and seek board direction; the superintendent would not unilaterally suspend policy but would bring the need for suspension to the board for action. On policy access, the committee agreed the board clerk (or designated clerk) shall develop and maintain a current district policy manual, with policies accessible electronically on the district website and at least one printed copy retained at the district office for public records and access. Any additional printed manuals would remain district property and subject to recall. Committee members directed staff to update the draft language to reflect the simplified suspension flow and the electronic/manual access provisions, and to send the revised draft to the superintendent and Rusty for review before returning to the policy committee.
