Committee refines language on superintendent authority when policies are missing

Lakeland School District policy committee members worked on clearer wording for a provision that gives the superintendent authority to act when the board has not provided policies or guidelines for a situation and immediate action is needed. Committee members agreed the provision should say the superintendent may act “when action must be taken for the effective operation of the district,” and that the superintendent must inform the board of actions taken and the need for policy. The group also recommended removing wording that could be read to require board action before review, and instead made review by the board at its next regular meeting explicit. Committee participants used a recent operational example — contradictory language between the class-size and open-enrollment drafts — to illustrate why administrators sometimes must choose a practical course before a formal board decision can be adopted. Participants emphasized this authority is operational (to keep schools safe and running), not a substitute for policy-making, and that the superintendent’s post-action report can prompt board policy changes. The committee directed staff to reword the provision for flow and clarity, keeping the sequence: (1) superintendent may act when no policy or guideline exists and action is required for district operations; (2) superintendent shall inform the board; and (3) the board will review superintendent actions at its next regular meeting. No formal vote was recorded; the committee agreed to send the revised text to the superintendent for review and return it to committee.
