Public health director warns of state cuts and grant uncertainty as county budget is drafted

Kristen, the county public-health director, told commissioners the state’s budget moves and a reduction request to Colorado Department of Public Health and Environment (CDPHE) will reduce local public-health allocations and complicate the county’s 2026 planning.
She said the special session and state guidance require CDPHE to reduce roughly $6–16 million statewide — with about $3 million distributed as cuts across local public-health agencies — and that the county will get a revised allocation once the state completes its adjustments. Kristen said the timing of those changes makes final budgeting difficult and called for a dedicated follow-up work session to review public-health options and possible prioritization.
Kristen also described potential external funding opportunities for targeted services. She said a regional offer included $35,000–$75,000 to support a behavioral-health navigator FTE and that the department is evaluating whether to hire directly, use a partner organization or pursue a contract model.
Commissioners acknowledged the timing challenge and directed staff to schedule a targeted follow-up session after the state releases final allocation guidance so decisions about public-health programming can be made with accurate revenue assumptions.
