Council asks staff to study feasibility and cost of a two‑story resource center at Lugo Park

The Cudahy City Council directed staff on Sept. 16 to explore the feasibility and estimated cost of adding a two‑story resource (teen) center at Lugo Park.
Council Member Fuentes asked that staff include the two‑story option in the work already underway for Lugo Park and return with a “soft assessment” of cost and timeline. Staff recommended a space‑utilization (spatialization) study to identify current uses, future needs and the square footage required to support the expanded program. The city manager and staff said they would seek a cost estimate for that study—possibly from TransTech—and return to council with a recommended scope and price.
Why this matters: council members described urgent youth‑service needs and sought a long‑term facility solution that could house youth intervention, technology access and broader community resource functions. Council members stressed balancing an expanded vision with the need not to delay current programming and construction timelines for youths who need services now.
Council Member Lomeli and others supported a study but urged staff to ensure current projects and immediate youth programming are not interrupted. Vice Mayor Dr. Gonzales and other council members suggested the study include options for a resource center that serves youth, young adults and older residents.
No funding for the study was approved on Sept. 16; the council requested staff return with a proposed scope and cost estimate for council consideration.
