A city staff member presented the proposal, explaining the current initial fee of $168 is prorated by quarter and that the annual renewal fee will remain $84. The staff presentation said the proposed change halves the initial fee and retains the existing proration structure by quarter while keeping the renewal fee unchanged.
Council members praised the change as a measure to reduce barriers for new businesses. Councilmember Nolan commended staff for easing the licensing process; Vice Mayor Hastings and Councilmember Haney described the reduction as part of broader efforts to support local entrepreneurship and reduce costs in Surprise. Councilmember Haney moved to approve Resolution 2025‑116; the motion was seconded and passed by a unanimous vote of the members present: Mayor Sarter; Vice Mayor Hastings; Councilmembers Haney, Greenberg, Duffy, Melton and Judd.
The staff presentation indicated the reduced fee will be implemented by amending the city’s fee schedule and becoming effective Jan. 1. No changes to the annual renewal fee were approved. No additional conditions, fiscal offsets, or alternative funding sources were discussed at the meeting.
