Champaign opens second application round for New and Growing Business reimbursement grants

The Champaign City Council on Sept. 16 approved an amendment to the Economic Development Manual to create a second round of reimbursement grants for new and growing businesses. The program will accept applications Sept. 16–Oct. 28, 2025.
Selected awardees will be eligible to request between $10,000 and $20,000 in reimbursement for eligible program costs through Jan. 2027. Councilmembers described the program as intended to support small businesses and spur local economic activity.
Council Bill 2025-160 passed by unanimous roll call, 7-0. Council discussion included general support for the program’s goals; staff presented the application window and award amounts during the meeting.
The council did not attach additional funding authorizations at the meeting; award decisions will be governed by program rules in the amended manual and by staff-administered application review.
