GREENWOOD, Ind. — On Sept. 15 the Greenwood Common Council approved Ordinance 25-18, creating a fee for nonemergency responses and lift assists at residential care facilities. The ordinance passed second reading 8-0 after an amendment fixed typographical errors.
Councilmember Hopper moved the ordinance with a second from Councilmember Gibson. Fire Chief Jamie Warshall told the council that, based on data since 2022, “residential care facilities are accounting for approximately 15% each year” of the department’s calls and that the fee is intended to deter misuse of emergency resources.
An amendment to correct two typographical errors in the ordinance language (noted during discussion) passed 8-0. After the amendment, the council conducted the second reading and recorded an 8-0 vote to adopt Ordinance 25-18 as amended.
Chief Warshall asked the council to move forward with the ordinance to protect fire and EMS resources and to enable quality assurance and management for such calls. The action taken at the Sept. 15 meeting was a formal adoption on second reading; the meeting record shows no amendments to fee rates or implementation details beyond the typographical corrections.
