The City Council approved a rezoning request at the northwest corner of Keystone Drive and Keyway Drive, changing a quarter‑acre parcel from R2 (two‑family residential) to R3 (moderate‑density multifamily). The applicant, Gregory Williams, plans a two‑story building with four two‑bedroom, two‑bath units; Williams told the council he intends to live in one unit and to maintain the property.
City staff said the parcel has existing utilities and is consistent with the comprehensive plan’s goals for infill and moderate density. Wally Wernmont of Planning Services reported that the Zoning Advisory Commission recommended approval 5‑1; two nearby homeowners had expressed concerns about aesthetics, parking and traffic during the advisory process. Williams explained he would add off‑street parking, prune trees for sight lines, remove a fence and consider screening to address neighbors' concerns.
Councilmembers praised the project as a compatible infill example and voted to waive three readings and approve the ordinance final passage in the same meeting; the final vote passed 7-0 (motion by Jones, second by Sprank). The project will proceed to development review for site‑level plan checks and any required permits.
