The Park Board voted Sept. 16 to approve and authorize the chairman to sign a deed conveying sublots 2 and 3 at Blacktail Dam to a private buyer identified during the presentation, after a staff memo and attorney‑led presentation described the planning history and intent behind the transaction.
Karen, a county staff member who presented the deed, said the draft deed includes a short history explaining why the lots were platted and how a trade with the state (Game and Fish) and subsequent sales were intended to guarantee public road access to the parcels. She said she had run the deed by county counsel Tom Kalal, who reviewed it and had no objections.
Karen summarized the background: at a prior meeting attorney Thomas Clay, Kay Lyle, Dan Kay Lyle and a local landowner appeared and described that the exchange and subsequent sale would ensure roadway access for the purchaser. “Based on their presentation, you agreed to deed sub lots 2 and 3 out of Blacktail,” Karen said.
A motion to approve and authorize the chairman to sign the deed passed on a roll call vote. The board’s motion and vote record show affirmative votes from the members present; the deed was described as containing language that documents the planning history and the intent to preserve road access for the parcels.
Board discussion was limited; staff said the deed’s text was intended to memorialize previously discussed expectations about access and the land trade. The board did not discuss additional conditions or amendments during the meeting. The deed will be executed per the board’s authorization and recorded according to county procedures.
