RDC authorizes grant to Downtown Westfield CDC to buy 613 E. 190th St. for future parking

The Westfield Redevelopment Commission authorized a grant enabling the Downtown Westfield CDC to acquire approximately 2 acres at 613 East 190th Street for future surface parking, commissioners voted.

Janelle Fairman explained the property purchase is part of implementing previously approved bond proceeds for land purchase and garage construction at Grand Park. She described the parcel as “a 2 acres that's just West of Pro X … Northwest of Pro X.” The commission recorded a 4-0 vote approving the tri-party arrangement between the City Council, the Redevelopment Commission and the Downtown Westfield CDC.

Why it matters: staff said the purchase will create replacement parking capacity to offset parking lost elsewhere in the Grand Park district as the city advances a larger infrastructure and development program. The measure formalizes the transfer of funds and authorizes the CDC to complete the property acquisition on behalf of redevelopment objectives.

Motion and vote: the motion to approve the land‑acquisition grant was moved and seconded during the meeting and passed unanimously by the four commissioners present (Joe Plankis — aye; John Dart — aye; Larry Kemper — aye; Steve Latour — aye).

The commission also discussed that the acquisition is funded from bond proceeds previously approved in 2025; specific site improvements and parking design will be subject to later engineering, public works review and separate approvals as required.
