The Westfield Redevelopment Commission voted unanimously to accept a $13,000,000 grant from the City Council to support two downtown parking garage projects, the commission confirmed at a public meeting. The vote on Resolution 39-2025 passed 4-0.
The grant will be split between two projects already in the redevelopment program. “The total amount between those 2 projects that would be granted would be 13,000,000 and the breakdown of that is approximately 4,500,000 going to the Park And Poplar Project … as well as about 8 and a half million for the Jersey 32 Parking Garage,” staff member Janelle Fairman said during the presentation.
Why it matters: the funding supplements previously approved bond and grant programs tied to downtown redevelopment and is intended to help advance two major parking structures that are part of larger projects in downtown Westfield. The commission’s acceptance lets the Redevelopment Commission (RDC) carry forward those funds for project use.
The measure was moved by Commissioner Steve Latour and seconded by Commissioner John Dart. The recorded vote was Joe Plankis — aye; John Dart — aye; Larry Kemper — aye; Steve Latour — aye. The motion outcome was recorded as approved, 4-0.
During discussion, Fairman explained that the grant originated in the City’s 2025 budget and requires the council’s appropriation to be transferred to the RDC so the commission can use the funds for capital projects as originally planned in the budget documents. The presentation did not specify project timelines or contractor agreements tied directly to the grant acceptance; individual project approvals and contract awards will be handled separately, as required.
Next steps: the accepted grant will be incorporated into the RDC capital accounts and reflected in the commission’s spending plan updates that are submitted to the Indiana Department of Local Government Finance (DLGF) and public records, staff said.
