The Larimer County Board of County Commissioners voted unanimously on Sept. 16 to approve a consent agenda that included multiple litigation settlements and grant agreements affecting county finances and capital projects.
Opioid litigation settlements: County staff described two nationwide settlements. The Purdue/Sackler settlement’s national total was listed as $6.5 billion and a separate settlement with secondary opioid manufacturers was described at approximately $618 million. County officials said Larimer County would receive a portion of those national settlements, with details of Larimer’s allocation to be determined and participation actions required.
Horsetooth Reservoir day‑use improvements: The board approved a Bureau of Reclamation Title 28 grant for Horsetooth Reservoir day‑use improvements. Larimer County was listed as approved for a $348,831 grant; the county will provide a matching amount of $348,831 for a total project budget of $697,662. The grant term runs through March 31, 2027.
Forest Service bridge replacement cost‑share: The board approved a road project agreement with the U.S. Forest Service (Arapaho and Roosevelt National Forests and Pawnee National Grasslands) to cost‑share replacement of a failing bridge (Bridge 63E4.744H over Little Beaver Creek) on National Forest System land. The Forest Service will provide $600,000 toward planning, design and construction; county staff said the structure is estimated to cost $1,000,000 and Larimer County will fund costs exceeding the Forest Service contribution. The agreement term runs through Sept. 30, 2027.
Early Childhood intergovernmental agreement: The board approved an amendment to an intergovernmental agreement with the Colorado Department of Early Childhood for promoting safe and stable families, with a total dollar amount cited at approximately $1,000,000 and a term through Sept. 30, 2026.
Other consent items: The consent agenda also included several liquor license actions and planning-related findings and resolutions; the board approved the full consent agenda on a motion from Commissioner Cavallos by a 3‑0 vote.
Next steps and timelines: County staff noted deadlines associated with opioid‑settlement participation and advised timely signature to secure distributions. The Horsetooth grant and the bridge cost‑share include multi‑year terms requiring staff implementation and reporting.
Board action: Commissioner Cavallos moved to approve the consent agenda for Sept. 16, 2025; the motion passed 3‑0.
