The Manitowoc Common Council unanimously approved a conditional‑use permit for Emmanuel Evangelical Lutheran Church to operate a church and school and to construct a two‑story addition at 916 Pine Street.
Community Development Director Adam Taggart told the council the site is zoned R‑4 (single‑ and two‑family residential), and both church and school uses require conditional use under that zoning. Staff could not find a prior conditional use on the property given the age of the use, Taggart said, and the proposed expansion therefore needed to be brought into conformance. Planning staff reviewed the application and recommended six conditions; the planning commission reviewed the matter and unanimously recommended approval.
The council voted to adopt the planning commission’s report and issued the conditional use permit per the attached site map and the six conditions. No public speakers signed up for the hearing on this item during the council meeting and no additional council conditions were recorded on the public record.
