Staff could not find a prior conditional use on the property given the age of the use, Taggart said, and the proposed expansion therefore needed to be brought into conformance. Planning staff reviewed the application and recommended six conditions; the planning commission reviewed the matter and unanimously recommended approval.
The council voted to adopt the planning commission’s report and issued the conditional use permit per the attached site map and the six conditions.
