Provident Partners Real Estate presented a request on Sept. 15 to rezone about 15.6 acres at the northwest corner of Mango Road and Pruitt Road in Seffner from AR/RSC‑4/CN to a Planned Development (PD) limited to light industrial uses: warehousing, wholesale distribution and manufacturing/assembly. The rezoning is concurrent with a proposed comprehensive plan amendment to change the future‑land‑use designation to Light Industrial Planned (LIP); both county staff and Planning Commission staff recommended approval subject to the comp plan amendment and conditions.
Attorney Gina Grimes said the proposed PD would build up to 189,750 square feet in two buildings (floor‑area ratio of 0.285) — well under the LIP maximum FAR of 0.75 — and include substantial compatibility measures: 50‑foot buffers along the north and west where residential neighbors exist, a two‑row planting of evergreen shade trees (10 feet tall at planting, 20‑foot spacing), masonry buffer walls around most of the site and a 2.22‑acre retention pond on the western boundary to provide an additional separation to homes. Grimes said the applicant will donate nearly 28,530 square feet (about 0.65 acres) of right‑of‑way and construct a 10‑foot multipurpose trail and other roadway improvements to accelerate intersection signalization at Mango and Pruitt in coordination with the county.
Development Services planner Chris Gremlinar described the concurrent comp plan amendment and said the proposed building area and FAR are within LIP thresholds; Planning Commission staff agreed the PD’s uses and scale fit the LIP intent when conditioned. Two nearby property owners who said their families have owned land in the area for decades spoke in favor, and no opponents registered. Transportation review noted the proposal would generate fewer daily trips than some commercial entitlements allowed under current zoning and that the project’s roadway and pedestrian improvements fit into a broader planned network. The hearing master closed the record; the comp plan amendment and the rezoning will be heard by the Board of County Commissioners.
