Sept. 16, 2025 — Planning staff updated the Planning Commission on a park access project that will require interagency coordination on alignment and wetlands, potential signal work and no additional traffic study because the access will be restricted to recreational use.
Staff said the proposed ingress and egress will be shifted slightly to avoid wetlands and improve visibility, and that planners are coordinating with the state department of transportation (ODOT) on an access permit. Staff also said the U.S. Army Corps of Engineers has been involved in preliminary permit discussions related to wetlands. ‘‘It’s already restricted, and we won’t have the ability to increase that at all,’’ a staff member said, referring to the recreational‑use restriction and the resulting limits on traffic generation.
Commissioners and staff discussed how a future signal installation could affect speed‑zone limits; staff said speed analyses have been done in the past and that signals can move the locations of speed zones, but they could not specify how far those zones might change without further engineering analysis. Staff said the consultants for the parks master plan will attend a parks meeting next week to provide an update and that a public survey is open; staff asked commissioners to distribute a paper with a QR code to collect responses. One commissioner signaled interest in addressing fencing at a future meeting.
