Yonkers — The Budget & Finance Committee on Sept. 16 voted to keep in committee proposed legislation concerning the conveyance of the former Public School 12 at 164 Ashburton Avenue to DAR Holdings 164 LLC for $500,000 so the council can seek further information about redevelopment plans.
Corporation counsel (Matt Gallagher) told the committee that items 4 and 5 on the agenda — both concerning the conveyance of the former school — could be considered together and that the proposed sale would be executed “without any conditions to DAR Holdings 164 LLC” and would generate $500,000 in sale proceeds. Gallagher said the sale requires SEQR (State Environmental Quality Review) provisions and a site plan review process.
Council members raised questions about whether the property would be demolished, whether affordable housing was part of negotiations, and whether the parcel should be held for a potential future roadway widening of Ashburton Avenue. Council members emphasized that no redevelopment plans have been finalized and that site plan, traffic reviews and other mitigation requirements would be performed if the sale proceeds.
Several council members urged caution because of Ashburton Avenue’s role as an east–west corridor and past discussions about widening the street. One council member noted the city completed streetscape work about 10 years ago, which left existing building setbacks in place and could complicate any future widening. After discussion, a motion to keep the items in committee carried by roll call; Council President Collins voted no and the motion to keep the items in committee carried.
The committee recorded that conveyance negotiations exist and that the sale would be subject to council approval and subsequent site plan and environmental review. The item will return to committee for further consideration of traffic, site plan, and potential inclusion in longer-term planning for Ashburton Avenue.
