Council committees report road resurfacing, lane restrictions and resident safety concerns

The Street, Sidewalk and Lighting Committee told council members Monday that the city’s asphalt resurfacing program is substantially complete but crews continue finishing curb aprons and utility adjustments. Committee members said State Street will remain reduced to one lane in each direction while casting adjustments are completed and that crews began milling and planned surfacing work on Hudson Run this week.
Committee chair Miss Smith reported crews were “finishing the bridal aprons and utility adjustments” and expected State Street to return to four lanes within about a week. Committee members also noted signal work at the Fourth Fire Station and continued resurfacing work on Wooster Road West/Hudson Hill. No legislation was requested from the committee; the update was informational.
During public comment and later in the council meeting, residents raised localized safety issues. A resident reported long‑running loud‑muffler and speeding problems on Robinson Avenue and Ninth Street and described a manhole cover near Ninth Street that “every time a heavy truck goes over, it sounds like a shotgun going off.” Council and staff confirmed the manhole issue has been reported and a follow-up request was sent to the department for further inspection.
A second traffic concern noted by a resident was a missing westbound left‑turn signal at Robinson and Fifth Street; the resident said drivers can wait through one to three light cycles to make a left turn and sometimes cut through adjacent private lots to avoid the wait. Director Shreve acknowledged the complaint about the Robinson manhole and said he had emailed the maintenance crew in early August and would follow up again.
Committee members also discussed damaged curbing observed along State Street; one councilor said curb chunks remain on sidewalks after recent resurfacing and requested staff investigate whether the contractor or city crews should correct the damage.
The street committee update added that planned water and stormwater projects are continuing elsewhere in the city; no new funding or formal council actions were taken at the committee meeting.
