Kane County’s Development Committee recommended approval of zoning petition 4667, which would rezone part of a northwest parcel in Far West Kane County from F (farming) to F1 (rural residential) to allow creation of a new residential building site for a family member. The petition is in the county’s agricultural area plan and was presented with recommended water-resource and health-department stipulations.
Staff explained the site contains one existing house, a wooded northeast corner and pasture areas separated by tree lines. The owner sought F1 zoning for the existing home and for a new building site in the northwest portion. Water resources reviewed the parcel and recommended conditions related to basement-elevation requirements and impervious-area limitations under the stormwater rules. Transportation advised that temporary and final access permits must be obtained from Big Rock Township. The health department confirmed the lot is supportable by well and septic conditions.
Diana Bohanek, the petitioner, addressed the committee and clarified that recent aerial photos showed a pool that had been removed three weeks earlier and that the intent is a single additional house for a family member while preserving the remainder as farmland; she said current farming operations (hay/alfalfa) would continue. A lone objector at the zoning-board hearing had asked that the agricultural character remain, but staff said the zoning board recommended approval and that the proposed change did not alter overall subdivision density or reduce open space.
Action: Committee member Vern Tepe moved and Garcia seconded the recommendation; roll call recorded unanimous support on the committee for the staff recommendation. The petition will advance to the full county board for final consideration, subject to the staff-recommended stipulations.
Clarifying details: staff noted the need for Big Rock Township access permits, the presence of prime farmland mapping and an NRI report included in the packet, and that the Forest Preserve District had no comment. The petitioner stated the only planned new structure is one home and that most of the property will remain in agricultural use.
