Deerfield Beach reranks vendors and awards building‑services contract to Cap Government after oral presentations

The City Commission re‑ranked proposers and voted Sept. 15 to award the building‑services contract (RFP 25‑010) to Cap Government Inc. after a multi‑step procurement that included written proposals, committee reviews and two rounds of oral presentations. The selection followed a staff and evaluation committee process and a formal re‑ranking by the commission. The original evaluation committee recommended Calvin Giordano & Associates (CGA) as top ranked after written proposals and an initial oral presentation. Per the city code, the commission later ordered further evaluation including additional oral presentations; both proposers returned and made 15‑minute presentations to the commission, followed by lengthy commissioner questioning and public comment. The procurement manager tabulated commission scoring sheets after the presentations. The final, on‑record aggregate scoring reported Cap Government with a total of 467 points and Calvin Giordano with 438.3 points. On a roll‑call vote to re‑rank and award the contract the commission approved Cap Government as top ranked and authorized the award 3–2 (Commissioners Plaut and Shanetzky and Mayor Drozsky voting yes; Vice Mayor Preston and Commissioner Hudak voting no). The presentations and public commentary touched on electronic plan review, staffing and transition planning, local business participation and the firms’ experience in Florida. Cap emphasized an electronic permitting platform it said could go live immediately and a national footprint of electronic users. Calvin Giordano pointed to a decade of full‑service operation for Deerfield Beach and stressed continuity, local staff tenure and existing contract performance, as well as its own electronic tools and large pool of board‑certified reviewers. Public commenters and commission questions highlighted concerns about (1) past delays in implementing electronic permitting in the city, (2) vendor capacity to staff the department without drawing down resources elsewhere, and (3) the importance of vendor familiarity with Broward County BORAs and permitting norms. After the award commissioners directed staff to finalize contract terms and to include provisions for performance reporting; the city attorney reminded the dais that the commission retains termination‑for‑convenience authority in the sample contract should future performance fall short.
