City expects final salary-study report in October after preliminary findings prompt adjustments

The city's Human Resources director told council Sept. 15 that a preliminary salary study from consultant Gallagher has been received and a final report is expected by the end of the month, with a presentation planned for the first October meeting.
The director said the study established a new salary structure that collapses the existing 37 pay ranges to 16 ranges with 13 steps (0–12). "All of the jobs that we benchmarked are earning within 15% of the market median," the director said, and the final report will identify a roadmap and methodology for moving employees through the new steps. The director added that five positions were identified as sufficiently low to warrant movement to a higher range.
Council also raised a separate budget question about training funds. The Human Resources director said a budget appropriation error left training dollars unappropriated in two accounts; she has worked with finance to move funds and said she will provide council with a list of trainings already booked and planned through the end of the year.
Ending: The final Gallagher report is expected in late September or by Oct. 10 (per a separate assurance by the consultant to staff); HR will present the findings and a proposed implementation plan at the first October council meeting.
