Council hears updates on Fowle Road chip-and-seal, traffic signals and repaving schedule

Mayor Brubaker told council Sept. 15 that, after months of joint work with the Lorain County Engineer's Office and the city's street department, Fowle Road received a chip-and-seal treatment last week. The mayor said the county used the project as a training opportunity and the city paid only for the product while the city street department completed patchwork before sealing: "Fowle Road looks really good compared to what it looked like several years ago when it was craters." He said a full resurface may be considered as development continues.
Engineering staff reported on several neighborhood traffic and pavement items. Councilmember Mitchell raised complaints about turn movements near Chestnut Commons and asked the city engineer to evaluate the traffic pattern; Engineer Schneider said he and the mayor would include that area in a broader review of Chestnut Commons Drive and related intersections.
On Weston Way, Schneider said the new drive is an access to the city water tower, constructed by the water distribution crew to improve truck maneuvering. On Hilltop and Abbey, the traffic technician and crossing guard recommended installing a "no turn on red during school hours" placard; Schneider said the city will put the placard up.
Schneider said the residential street repaving contractor has signed contracts for the work and is "pretty much ready" but has not provided a hard start date; council was told the contractor is expected to begin in a week or two and the intent is to have the work completed this year.
Ending: City staff will include the Chestnut Commons/turn-signal concern in their traffic review, install the Hilltop–Abbey school‑hour placard, and provide council follow-up on repaving start dates once the contractor sets a schedule.
