The council moved and seconded suspension of rules and adoption at first reading so the city could meet statutory payment windows and complete the required “then-and-now” payment steps.
In the same meeting the council also adopted a matching then-and-now certificate (Ordinance 99-25) to pay the final bill promptly. Council recorded unanimous votes to suspend rules and adopt both ordinances; no substantive debate or public comment was recorded on these items.
