St. Charles council approves two board appointments: Daniel Likens, Larry Behrens

The Saint Charles City Council on Aug. 18, 2025, confirmed two appointments: Daniel (Dan) Likens to the Police Pension Board for a term expiring April 30, 2026, and Larry Behrens to the Liquor Control Commission. Both motions carried after voice and roll-call votes.

Mayor Clint Hall presented Behrens’ background for the record, saying the nominee “holds a Bachelor of Science degree in Management and Business and brings over 50 years of leadership experience” and noting his service as a U.S. Army veteran from 1965 to 1971 with the Army Security Division. Hall also said Behrens is a long-time member and executive committee member of American Legion Post 75 in Geneva and works with the St. Charles post on veteran initiatives.

For the Police Pension Board appointment, Alderman Munn moved approval and Alderman Spellman seconded; the roll call resulted in affirmative votes and the motion carried. The council recorded a similar motion and second for the Liquor Control Commission appointment, with council members indicating support after staff and commissioners reviewed Behrens’ candidacy. Hall said he had asked commissioners Bob Grama and David Petrella and City Administrator Heather McGuire to meet with Behrens before the recommendation; he reported that those reviewers provided positive feedback.

Council minutes show there are currently two openings on the Liquor Control Commission and that the administration solicited commissioner input before forwarding the recommendation to council. No public opposition to either appointment was recorded during the council meeting.

The appointees will assume their responsibilities consistent with the boards’ rules; the Police Pension Board appointment is set to expire April 30, 2026. The council did not specify additional conditions or contingencies for either appointment at the meeting.
