Council votes to reintroduce personnel manual for reconsideration Oct. 6 after prior failure to pass

The Booneville City Council voted Sept. 15 to place the previously considered personnel manual back on the Oct. 6 agenda for reconsideration. The motion, made by a council member during miscellaneous business, was seconded and approved by roll call; all members present voted to reintroduce the document.
City Attorney reviewed options for reintroduction and advised there is no state statute preventing the council from revisiting the proposal. The attorney said the earlier version of the manual included a cross-reference that was moot (a paragraph referring single-family dwellings to another section) and that language changes were made to clarify intent. The attorney also said the manual as revised would not be applied retroactively to property owners or employees who had prior city clearance.
Council members recalled that the manual previously failed to pass at an earlier meeting and discussed the process required to reconsider it. The clerk confirmed that reintroduction would require a first reading at the Oct. 6 meeting and a subsequent second reading for substantive debate and any amendments. City staff said the effective date would be pushed to Nov. 1 if the manual is adopted following readings and any additional changes.
Council members and staff said they would use the first- and second-reading process to address line-item concerns and constituent feedback; the city attorney noted specific legal clarifications would be handled during revision and on the record at the readings.
