Representative Bruce Ayers described H.3014, a proposal to create an income tax credit for pet adoptions โ $300 for cats and $500 for dogs โ to encourage residents to adopt from shelters and reduce pressure on animal shelters. "This will help and provide some fiscal support to our shelters," Ayers told the committee, citing recent surrender increases reported by the MSPCA.
Steven Merrick, a legislative aide and alum of the YMCA Massachusetts Youth in Government program, testified in support of H.3015, which would add a voluntary check-off box on state tax returns to accept donations for the program. Merrick described the program as a long-running civic-education opportunity in which students learn about the legislative process and stage a mock legislative session at the State House.
No votes were taken on these measures at the hearing; supporters asked for favorable reports so the bills can proceed.
