The secretary's declaration finds that the Central region is in a level 2 significant drought," the staff member said. The staff member continued: "Observations of no flow made after 08/01/2025 for any pending or incoming RDAs, NRADs, or NOIs may not be used to change the status of a perennial river or stream with riverfront area until level 0 status is again declared."
Commissioners did not take formal action on the declaration during the meeting; the update was provided as informational business. The declaration will affect how pending and future applications that rely on flow observations (identified in the record as RDAs, NRADs and NOIs) are evaluated until the secretary rescinds the drought level and declares level 0.
