FORT HARRIS, Sept. 15, 2025 — The Fort Harris Realty Authority on Monday heard an update that a preliminary environmental study of the Center Track is complete and a final report is expected within days, and the board approved minutes from its Aug. 11 meeting.
The update came from Mister Goodnight, a staff member, who told the board, “We have been working with, Bruce Carter and Associates on the environmental study for the Center Track. They gave me some preliminary results last week. We should get a final report here in the next few days, updating, the environmental findings.”
The study update matters because staff and consultants are also reviewing nearby street improvements aimed at making the Otis Avenue and Post Road intersection more pedestrian friendly. Goodnight said consultants with HWC have conducted walk-throughs and will provide recommendations but have not yet produced detailed plans. “They’re gonna give us some suggestions on just kinda how to button that intersection up a little bit and not, without having any impact on mass transit,” he said.
Board members did not take any formal action on the Center Track study or on street-design recommendations. Goodnight also reported that staff have continued meetings with several developers about projects around the fort.
Separately the board approved the minutes of the Aug. 11, 2025 meeting as distributed. There was a second by board member Zach, members signified approval by saying “aye,” and the motion carried. The authority’s presiding member later made a motion to adjourn; Mister Yates moved to adjourn, members voted “aye,” and the meeting ended at 5:38 p.m.
Mister Goodnight also told the board that the authority’s 2024 audit will be completed shortly and is expected to be available at next month’s meeting. There was no substantive public comment; one member of the public, Mister Klopfenstein, attended with no remarks.
The board set its next regular meeting for Oct. 20, 2025, at 5:30 p.m.
