District administrators told trustees that under the Texas Education Agency’s updated accountability calculations Uvalde CISD’s composite score is 61.47 but that a new "three-F" rule in the 2025 accountability manual places the district at an overall F because three component domains had failing marks.
Assistant and curriculum staff explained the three domains used by the TEA — Student Achievement, School Progress, and Closing the Gaps — and noted the district’s largest decline was in Closing the Gaps, which administrators linked to gaps in MTSS implementation and support for historically underserved student groups. The district reported progress on some campuses: three campuses increased a letter grade, three campuses stayed the same and one campus decreased.
Staff presented the district and campus annual performance objectives required by Texas Education Code 11.253 and the board approved those objectives. Superintendent Ashley Colas and curriculum leaders described a district plan that emphasizes common summative assessments (CSAs), coaching and MTSS development, implementation of high-quality instructional materials with fidelity, and quarterly monitoring. The administration said it will submit turnaround plans for identified campuses and pursue appeals where appropriate; an appeal window for certain accountability components was noted as imminent.
