Cedar Hill ISD board approves budget amendment, authorizes sale of 1317 N. Joe Wilson Road and adopts class‑size waivers

The Cedar Hill ISD Board of Trustees approved several action items during the meeting: a budget amendment, a resolution authorizing the sale of a district property, and class‑size waiver requests for pre‑K–4 classes that exceed the district’s 22:1 target.

Trustees voted unanimously to approve the budget amendment. Trustee Carmel Morgan moved to approve the amendment and Trustee Ira Cook seconded. The superintendent said the amendment aligns revenues with updated tax and state revenue estimates (including adjustments for attendance/ADA and House bill changes) and shifts some previously budgeted superintendent salary funding to fine arts and CTE (aviation program). The administration noted additional adjustments (teacher retention allotment and support staff allotment) will be presented in a subsequent amendment because payroll ran after the board book deadline.

The board also unanimously approved a resolution authorizing the superintendent to sell a parcel described at 1317 North Joe Wilson Road (just under 38 acres). The motion stated the property is no longer needed for educational purposes; the board authorized the superintendent to proceed with offering the property for sale.

On class‑size waivers, the superintendent explained district policy requires submission of waivers when pre‑K–4 classes exceed a 22:1 target; waivers must be filed by October 1. Trustees approved the requested waivers (motion by Trustee Denisha Williams; second by Trustee Carmel Morgan). The administration said the chosen strategy to address over‑size kindergarten classes is to deploy paraprofessionals in impacted classrooms rather than immediately hiring additional teachers, citing budget constraints and the cost of adding full‑time positions. Trustees asked about supports for new teachers and the possibility of moving students between campuses; the administration said it prefers to maintain stability for families and will explore reassignments only where open sections exist.

All consent agenda items were approved together by a separate unanimous vote.
