The Calhoun County Independent School District Board of Trustees approved multiple Lone Star Governance items Sept. 15 and, after a closed meeting, adopted a revised Board Operating Procedures Manual that prohibits board members from serving in any capacity with district UIL or non‑UIL booster clubs.
The board’s action on governance items — including review of last month’s time tracker and draft superintendent and board constraints — passed unanimously before the closed meeting. The board then reconvened and approved the operating procedures change in a 3-2-1 vote.
The operating procedures item had been tabled earlier in the meeting and taken up only after the board met in closed session under Texas Government Code 551.074, which governs personnel deliberations. Board President Bill Shrader tabled the procedures review until after the closed meeting; when it returned to the floor, Trustee Dominic Robles moved to approve the manual with the booster-club restriction, seconded by Cindy Alford. The motion recorded ayes from Alford, Dana Dworaczyk and Robles; Shrader voted no; Tyler McAfee and Vinson Phillips abstained. Motion carried 3-2-1.
Before tabling the manual, the board approved other Lone Star Governance (LSG) items on the agenda, including a review of August’s time tracker showing 32.31% of tracked time spent on student outcomes, the draft 2025–26 superintendent and board constraints, the draft 2025–26 monitoring calendar and a quarterly board self-evaluation. Lisa Moya, with Region 3, presented the LSG time-tracker breakdown and information on upcoming LSG workshops.
Board President Bill Shrader also appointed Trustee Tyler McAfee to serve as chair of the Board Safety & Security Committee during the meeting. The appointment was made by presidential direction and recorded in the minutes; no formal vote was listed.
The board’s sequence of tabling the operating procedures, holding a closed meeting under 551.074, and then approving the manual with a narrowly divided vote was noted in the public minutes. The manual’s new restriction specifically states that “no Board member will serve in any capacity in UIL/Non-UIL Booster Clubs associated with the District.”
