Council approves contract modification for Longbrook–Yorktown road work after subsurface problems

Lorain City Council approved an ordinance authorizing the safety-service director to modify Agreement 25-016 with Terminal Ready Mix for the Longbrook–Yorktown Road rehabilitation project and declared the measure an emergency.
Engineering staff told council that crews encountered soft soil after milling the existing pavement, which required additional drainage and subsurface work that had not been apparent from the bid documents. Councilmember discussion noted the project had a 10% contingency that has largely been spent; the new modification will provide the funds necessary to complete the repairs.
Council members stressed the additional work was intended to prevent premature failure of the repaved roadway. The council was told the additional repairs should allow the road to reopen as planned on or near Oct. 17 and would produce a longer-lasting surface than if the subsurface problems were left unaddressed. The ordinance passed unanimously.
